Framework for Certification of GALILEO for Railway Applications.

Kurzfassung:

For safety related railway applications using the global navigation satellite systems, a certification of the fulfilment of performance and safety related requirements of the satellite system will be needed. A conception for validation and certification of GALILEO for railway safety related applications shall fully preserve the existing validation and certification procedures of railway intended applications as specified by standards, EU legislation and national regulations. The reinforcement of this framework for use of a global navigation satellite system as an application constituent will need the definition and creation of an interfacing system and of specific (temporarily or permanent active) functions attached both to the European railway safety authorities and to the GALILEO operating companies. Technical tools such as the satellite system’s service performance specifications and a related reference receiver should be employed to enable the application of the procedures of provision of evidence for compliance with the intended application requirements in the relation railway operator – manufacturing industry as specified by the railway safety standards in force in Europe. Railway stakeholders shall participate, acknowledge, endorse finally accept the tests, verification, validation and certification of the GALILEO system during the deployment, testing and certification phases. This action ends with a GALILEO certificate for railway applications that is reinforced through the railway safety authorities. The GALILEO operating company and the GALILEO safety authority shall establish specific relation with the railway safety authorities for exercising the functions of system performance monitoring, exchange of information, reinforcement of guarantee and liability. The certification of components that involve the receivers in railway applications may give the advantage of using the EU regulations for crossacceptance. This could simplify the process of the certification at the application level and reduce costs at the industry supply. The industrial certification of key equipment (example: class 1 railway receiver) can be partially shared with the certification of similar equipment in other modes of transportation. Nevertheless differentiators that specifically apply to railway specific environment (such as shadowing, masking, effect of reflexions and multipath …) should be considered in addition to a generic certification. A formal description of the requirements, roles, responsibilities and problems will be helpful for dealing with this topic. It will also help the exchange and improve the understanding of the same requirements by different groups and different modes of transportation.
