Requirements on a reference for assessing the measurement quality of GNSS receivers in road transport.

The precondition for new intelligent transportation systems (ITS) demand accurate and reliable information about the current position of vehicles. However, an internationally accepted method for evaluating the reliability and accuracy of GNSS receivers is still missing. Thus, the QualiSaR project addresses the development of a qualification procedure for GNSS satellite receivers. One important part of this procedure is the development of a reference localisation system that is used for determining the GNSS measurement deviation under realistic environmental conditions. This paper presents requirements on such a reference system for vehicle localisation in road transport. Furthermore, an exemplary design of the reference measurement setup is presented.
