Horizon Europe

The research framework programme of the European Commission currently runs under “Horizon Europe”. It has a budget of about 95.5 bn EUR for realizing research and innovation activities from 2021 to 2027.

Project management

The objectives are to strengthen the European Research Area, higher the innovation capacity in Europe as well as its competitiveness and a research in Europe that is oriented on the values and priorities of the European society.

The overall aim of the programme is to make Europe greener, more digital, innovative, resilient and participative.

The calls are structured in three pillars, where in pillar one are overall the calls oriented on basic research, in pillar two are the typical collaborative projects for research and innovation, and in pillar three are prefereably all innovative industrial projects included.

Funding rates in Horizon Europe is quite attractive as a University. In the vast majority of projects a funding rate of 100% plus 25% indirect costs applies. For the project description the page limit is between 10 and 45 pages. A great part of the calls are collaborative projects, for which a consortium of at least three partners from three different eligible countries are involved. The eligible countries are specified in the call. Basically they always cover all EU member states. Additionally the European Commission agrees to associate specific countries to the programme via an agreement, e.g. the UK or Norway.

Applying for funding is fully electronic via the Funding & Tenders Portal. The evaluation is based on three criteria: the Excellence, the Impact and the Implementation, which is the quality of the project plan. The European Commission aims to provide an evaluation result five months after the deadline latest.

The MWK on state-level and the BMBF on national level support proposals to Horizon Europe financially.

Niedersachsen FIT: 5.000 to max. 10.000 EUR	Participate Research and innovation days in Brussels and present research and innovation from Lower Saxony there.
Niedersachsen BEREIT: 10.000 to max. 40.000 EUR	All measures for the preparation of a proposal for up to 18 months before the call deadline.
Niedersachsen KONSORT: Max. 80.000 EUR	All measures to act as a coordinator for the submission of a proposal in a Horizon Europe call for up to 18 months before the call deadline.

Eligibe activities	Act as coordinator for building a consortium and / or preparing and submitting a proposal in a call in pillar 2 of the Horizon Europe programme.
