City Networks in Global Norm Dynamics. How do Network Structures Influence the Activities of International City Networks? (URBANORMS)

Outline of the project: The project analyzes international city networks in global politics. These networks represent a new type of urban agency, whose reach and organizational level substantially exceed established forms of city partnerships. As with other actors, their network structure enables new, intensified forms of interaction and, potentially, new forms of influence in world politics.

Against this background, this project analyzes the research question how network structures influence the activities of international city networks in global norm dynamics. Global norm dynamics involve a range of transnational and local processes that influence the initiation, diffusion, contestation, and weakening of norms. Despite the growing emphasis on local actors in international relations (IR) research on norms, the variance of activities shown by city networks as well as the relation to their network structure remain under-researched.

As a consequence, this project systematically examines the variance of activities linked to global norm dynamics (as dependent variable) and explains this variance through network structures (as independent variable), referring to central concepts of IR research and social network analysis like power, intensity of cooperation or collective identity.

The project is based on a y-centered research design, including a triangulation of methods to generate and analyze data. In a first step, it brings together existent explanations of activities linked to norm dynamics and empirically examines a broad base of city networks and their activities related to norm dynamics. Further steps are dedicated to examining four city networks and explain their activities linked to norms on security, human rights, health, and digitalization. Methods include interviews, survey research, document, and social network analysis.

All in all, the project contributes to theory-building in IR by bringing together norm research with findings from ‚urban studies‘, linking them to theoretical and methodological research on international networks. The results are not only relevant for norm research, but also for research on agency in global governance.

 Aims and objective of the project: The project aims at five interrelated objectives:

• Assessing the activities of city networks in global norm dynamics systematically and with reference to different policy fields
• Explaining these activities through network structures of city networks
• Advancing capabilities to account for the prerequisites of agency through a comparative network analysis using different methods of data gathering and analysis
• Compiling a data base on activities of city networks that can also be used for further research on the subject
• Answering the relevant question under which conditions local actors contribute to global norms.

Reduktion des Eintrags von Plastik über das Abwasser in die aquatische Umwelt (REPLAWA): Regulierungsvorhaben und -maßnahmen weltweit

Zusammenfassung: In den letzten Monaten hat das öffentliche Interesse am ökologischen Plastikproblem erneut zugenommen, Medien berichten fast täglich über die Verschmutzung der Ozeane durch Plastik, die Konsequenzen von Mikroplastik für Tierbestände oder über Kampagnen, die die Regulierung von Plastiktüten, Plastik in der Kosmetik oder Plastikstrohhalmen fordern. Das transdisziplinäre Projekt REPLAWA setzt genau hier an und fokussiert sich auf ein relevantes Nadelöhr für die gesamte Verschmutzungsproblematik. Konkret wird untersucht, wie sich durch verbesserte technische Regulierung der Eintrag von Mikroplastik in das Abwasser und somit in die Aquasysteme von Flüssen bis Ozeane verringern lässt.

Generell gelangt Mikroplastik über zwei Wege in die (aquatische) Umwelt: Im Sinne von primärem Mikroplastik ist er etwa ein absichtlich zugesetzter Bestandteil von Kosmetika wie Zahncreme und Peelings, der zum Abwaschen gedacht ist. Sekundäres Mikroplastik entsteht als Problem zum Beispiel durch den Abrieb von Reifen, durch die Zersetzung von Makroplastik über Zeit hinweg oder durch die Auswaschung vom Mikrofasern aus Kleidung mit hohem Plastikanteil. Beide Plastikarten finden ihren Eintrag in die Umwelt über den Wasserweg und stellen damit ein umweltpolitisches Problem mit grundsätzlich internationaler oder gar globaler Reichweite dar.

Innerhalb des Projektes fokussiert das sozialwissenschaftliche Arbeitspaket auf die Regulierung von Plastik und untersucht aus Perspektive der Internationalen Beziehungen, warum bestimmte Regelungen in Anlage, Breite und Verbindlichkeit die vorliegende Form haben. Eine explizit politikwissenschaftliche Analyse verschiedener Anti-Plastik-Normen, -Regulierungen und -Initiativen fehlt bislang, um die augenscheinliche Varianz der Regulation erklären und erkennbare Muster verstehen zu können. So können Regulierungen generell sehr unterschiedlich institutionalisiert sein, also Verbote, Anreizsysteme oder auch Selbstverpflichtungen umfassen. Zudem kann die Regulierung an unterschiedlichen Phasen des Produktzyklus von Plastik ansetzen und damit eher die Produktion, die Nutzung oder den Verbleib bzw. das Recycling von Plastik zu regulieren suchen. Schließlich zielen Regulierungen auf unterschiedliche Räume ab, indem sie entweder kommunal, national, regional oder global angelegt sind oder funktional zwischen land- vs. water-based regulation unterschieden werden kann. Auch bezüglich ihres Ziels kann sich erneut Varianz zeigen: Soll allein die Anzahl der in die Umwelt gelangenden Mikroplastik verringert oder deren nicht zuletzt auch gesundheitsschädlichen Wirkungen mitreguliert werden? Bei all diesen Fragen legt das Projekt besonderes Augenmerk auf das Zusammenspiel von technischer und politischer Regulierung.

Projektziele: Im sozialwissenschaftlichen Arbeitspaket wird eine Datenbank aus unterschiedlichen Regulierungen zu Mikroplastik im Abwasser weltweit erstellt, die Interessen der relevanten Akteure in Bezug auf die Regulierung analysiert, politische Maßnahmen im Hinblick auf ihre Problemlösung bewertet sowie Handlungsoptionen für den Bereich der Siedlungswasserwirtschaft, aber auch für politische Entscheidungen zusammengestellt. Wesentliche Analyseschritte des Projektes sind demnach:

• Aufbau einer Datenbank zur Plastikregulation
• Interviews mit nationalen, europäischen und globalen Akteuren
• Inhaltliche Vernetzung mit den anderen Schwerpunkten der Fördermaßnahme
• Analyse von Akteursinteressen (staatlich wie privat) und deren Auswirkungen auf Regulierung (deskriptiv und kausal)
• Kausale Analyse der Regulierungsergebnisse
• Bewertung der politischen Maßnahmen im Hinblick auf Problemlösung

Einbindung in das Forschungsprofil des Instituts: Das Thema "Regulierung von Mikroplastik" berührt unterschiedliche Bereiche des Forschungsprofils des Institutes für Internationale Beziehungen: Fragen von Global Governance, Internationale Institutionen und Politikdiffusion in der Weltgesellschaft" stehen im Mittelpunkt, aber uns interessieren auch weitere Aspekte von Plastik aus den Bereichen Umweltkriminalität oder Umweltsicherheit.

Overview: The Institute of International Relations conducts research on the governance of global illegal markets. Illegal market mechanisms can be compared to those of legal markets. Due to a significant overlap of both, the prevention of transactions across legal and illegal market spheres is a central task of governance. Yet, we face huge institutional variance from completely state-based forms of governance to completely private regulations. By comparing different cases of illegal markets and the public-private interplay in governing them, we aim to resolve the question of why specific forms are established and how this impacts the overall governance aim.

However, getting reliable data for research is difficult due to the unknown numbers and vested interests in portraying crime as a serious problem or as having been reduced. Balancing and gathering different sources with diverging perspectives, finding reliable neutral and informed information, differentiating between reliable and unreliable and well researched and commonsensical or biased sources are all challenges in this fields – challenges that are important to learn also for students. 

Therefore, at the Institute of International Relations we have combined our research with teaching the methods and compulsory classes of social science studies. In this way, research informs teaching and the students’ contributions inform research. Within the project phases we applied and tested different training research approaches. These included data research and analysis, as well as their presentation as case studies on emerging illegal markets, operationalization of specific aspects and scientific posters.

The results are displayed on this page and will be updated regularly.

Project Aims: The training research project pursues different objectives. The combination of research at the Institute and teaching in such a close manner allows the students to gain deepened insights into research processes and practice. Their results inform research and the project provides a rare opportunity to publish their results even as undergrad students. The strongly research oriented teaching and learning leads to an easier and deeper understanding of research practice, notably in questions of data gathering, analysis and quality assessment.

From Climate Conflicts to Environmental Peacebuilding?

Global environmental change and armed conflicts are two grand challenges of the 21^st century. Researchers are increasingly studying the interactions between these two challenges with a particular focus on climate change and conflict. While there is increasing evidence that climate change influences conflict risks, the underlying pathways remain unclear. Environmental peacebuilding studies how natural resource management can support conflict prevention, resolution, and recovery. Little is known, however, on how environmental peacebuilding (including climate change adaptation) can address climate-conflict risks, and what (unintended) negative effects it has. The network tackles these knowledge gaps in three steps. First, it analyses through which pathways climate change is most likely to affect conflict risks. Second, the network members will investigate how (and in which contexts) environmental peacebuilding is likely to address these pathways. Third, the network will take a critical stance and study the potential negative impacts of environmental peacebuilding practices. Specific outcomes include a special issue, a public event, podcasts, blog posts and the promotion of young scholars.
