GAUSS – An approach for harmonised certifications for safety-critical GNSS applications.

Kurzfassung:

The future European Global Navigation Satellite System (GNSS) Galileo contains services which guarantee a specified level of service. The so-called safety-of-live service guarantees a defined integrity. This can be used in different modes of transport to ensure the safety of the operation. The criticality of these applications is the reason for more or less detailed and strict defined certification processes and requirements. These are defined by national or international or authorities. Safety critical applications can use GNSS for localisation and timing purposes. But if they do, they have to fulfil the mode-specific requirements. The generic localisation functionality and technology is not specific for one mode of transport. Because of that the aim of the project GAUSS BP described in this contribution is to identify the generic parts and the mode-specific parts and to define an acceptable base part of a certification which can be re-used or cross accepted in the different transport domains. Currently in the focus are air, road, rail and maritime transport. The final contribution will show some relevant differences and similarities as well as requirements towards testing and evaluation equipment. The centre of this project is the GNSS Center for safety-critical applications, certification and services called GAUSS at the research airport in Braunschweig. It was founded in the year 2006 in the frame of the initiative „Satellite Navigation“ of the state of Lower Saxony in Germany. It bundles the competences of its member companies in the area of safety-critical GNSS applications. In the year 2007 the centre GAUSS started the „GAUSS Basisprojekt“ (GAUSS-base project). It is funded partially by the Ministry of Economics and the Ministry of Science of Lower Saxony, Germany, and brings together research and industry partners in the field of certification for safety-critical GNSS applications. From the industry side these are Aerodata, etamax Space, ITS Niedersachsen, NavCert, Oecon and TÜV Nord Cert. The academic partners are the Institute of Transportation Systems Institut für Verkehrssystemtechnik of the DLR and the Institute of the Flight Guidance and the Institut für Verkehrssicherheit und Automatisierungstechnik of the Technische Universität Braunschweig. The contribution will present the results and the ongoing work of the GAUSS-BP project towards a unified certification process for safety-critical GNSS applications for multiple transportation domains.
